New Baltimore Foundation transforms communities by creating pathways to opportunity through leadership, education, economic empowerment, and strategic community investment.
We envision a Baltimore where every family has access to opportunity, stability, and pathways to prosperity — where youth, families, and entire neighborhoods are empowered to build the futures they deserve. The word “New” in our name is a promise: restoration, transformation, and a reimagined Baltimore.

New Baltimore Foundation was created to directly confront the systemic barriers limiting underserved communities — and to build a stronger future through action, empowerment, and strategic partnership.
We focus on youth development, workforce access, housing, and community transformation because that is where Baltimore is asking for help loudest. Our board brings lived experience, professional expertise, and a shared conviction that this work cannot wait another generation.
Our Defining Belief
Behind every statistic is a person who refused to be defined by their hardest chapter. New Baltimore Foundation exists to walk with them — and to tell the stories of Baltimoreans who turned adversity into impact.
Incarceration, joblessness, lost opportunity, broken trust — the barriers our neighbors face are real, and they are heavy.
With mentorship, skills, and a community that believes in them, pain becomes fuel — and setbacks become starting lines.

Founder & CEO
Germaine Cannady is the Founder and CEO of New Baltimore Foundation Inc. Driven by a passion for community impact and personal transformation, he leads the organization’s mission of helping individuals turn adversity into opportunity through storytelling, mentorship, and positive community engagement.

President
Sean Scott serves as President of New Baltimore Foundation Inc., helping guide the organization’s strategic growth and community impact initiatives. He supports the foundation’s mission of inspiring individuals to transform challenges into opportunities through the Pain to Purpose movement.

Secretary
Kermit Fowlkes serves as Secretary of New Baltimore Foundation Inc., helping maintain organizational records, board communications, and operational accountability. His commitment to professionalism and organization supports the foundation’s mission and community impact efforts.

Treasurer
Shanorra Nisseau-Bey serves as Treasurer of New Baltimore Foundation Inc., helping oversee financial stewardship and accountability. She supports the foundation’s commitment to transparency, responsible management, and long-term sustainability.

Youth Director
Nebuzaradan Nisseau-Bey serves as Youth Director for New Baltimore Foundation Inc. He helps lead youth engagement initiatives, supports community outreach efforts, and works to connect young people with positive opportunities for personal growth and achievement.

Youth Achievement Ambassador
Dr. Zhuri Nisseau-Bey serves as a Youth Achievement Ambassador for New Baltimore Foundation Inc. His educational and professional accomplishments demonstrate the power of perseverance, discipline, and determination while inspiring young people to pursue their goals and achieve success.

Arts & Youth Achievement Ambassador
Kennard Henson is a professional ballet dancer whose dedication, discipline, and artistic excellence serve as an inspiration to young people. He demonstrates how passion, perseverance, and hard work can transform talent into achievement.
